Standards for Review of Rezoning Applications
Estes Valley Development Code
Section 3.3, Code Amendments, provides an overview of the rezoning
process. Applications for rezoning need to demonstrate that:

The rezoning is necessary to address changes in conditions
in the area;

The rezoning and subsequent development is compatible and
consistent with the policies and intent of the
Comprehensive
Plan and with existing growth and development patterns in the Estes
Valley; and
-
The Town, County, or other relevant service providers have
the ability to provide adequate services and facilities to the property such
as water, sewer, electricity, and fire protection.
Depending on the scale of development proposed with the
rezoning, the planning department staff may require submittal of a development
plan in conjunction with your rezoning application. For instance, a rezoning
application that would permit the development of two single-family residential
dwellings is less likely to require submittal of a development plan than an
application that would permit the development of twenty multi-family residential
units.

How was the current zoning adopted?
In 1994, the Town of Estes Park and Larimer County began a
comprehensive planning process for the Estes Valley,
which involved the creation of a seventeen-member task force, eight
community-wide workshops, twenty-eight planning-area workshops, and three
community-wide surveys. Following extensive community-wide input, the Town and
County jointly adopted the Estes
Valley Comprehensive Plan in 1996. This plan established goals to guide
future development and recommended revisions to zoning and subdivision
regulations to accomplish these goals.
Following adoption of the Comprehensive Plan, the Town and
County began work to develop joint zoning and subdivision regulations for the
Estes Valley, again soliciting extensive public input. The product of that work
is the Estes Valley
Development Code, which was jointly adopted by the Estes Park Town Board of
Trustees and the Larimer County Board of County Commissioners in 2000. The
adoption of the development code resulted in an Estes-Valley-wide rezoning in
2000.
In the years since the Estes Valley Development Code was
adopted, a few rezoning applications have been approved. The Town Board and
County Commissioners have supported rezoning property for reasons that are
identified as high priorities in the Estes Valley Comprehensive Plan, such as
providing affordable/attainable housing.
