The final decision-making authority for variance proposals rests with the Estes Valley Board of Adjustment.

The final decision-making authority for development plan proposals rests with the Estes Valley Planning Commission.

The final decision-making authority for all other proposals located inside the city limits of the Town of Estes Park rests with the Town of Estes Park Board of Trustees.

The final decision-making authority for all other proposals located outside the city limits of the Town of Estes Park rests with the Larimer County Commissioners.

Any revisions to the jointly adopted Estes Valley Development Code, the governing document, are considered and adopted through a public-hearing process that is held before the respective elected boards, with each acting independently.
