EPURA: Improving the Future
of Estes Park
Even now, 25 years after EPURA began laying the
foundation for progress in Estes Park, improvements are still needed
to maintain the community’s unique character and contribute to its
economic vitality. With input from the public, the Town Board
adopted
The
Urban Renewal Plan for the Estes Park 21st Century Urban Renewal
Project in 2008, recreating EPURA for another 25 years.
Following are images and examples of future improvements as
identified in the plan – a wish list for Estes Park’s future.

Moraine Avenue Streetscape
A goal of EPURA is to extend the
streetscape improvements enjoyed on Elkhorn Avenue along
Moraine Avenue. Improved sidewalks, landscaping and
lighting would enhance the pedestrian experience and serve
the merchants who have operated without the amenities
enjoyed by much of the rest of downtown. This project would
include the portion of Moraine Avenue from Elkhorn Avenue to
Piccadilly Square.

Cleave Street Plan Implementation
A plan has already been developed
specifically for Cleave Street. If implemented, the plan
would enhance the area aesthetically while providing
sidewalks and additional parking in the west end of
downtown. This area is neglected and in serious need of
improvements. |

Piccadilly Square
This centrally-located retail area is
underutilized and overdue for improvements. A
public/private partnership to address the infrastructure
would be mutually beneficial. |

Continued Downtown Parking
Improvements
The Urban Renewal Plan identified several parking
improvement plans for downtown Estes Park, including a
possible multi-level structure in the Wiest parking lot,
pictured to the left, reorganization of parking along Cleave
Street in order to create more spaces and the possibility of
an additional parking structure in the downtown area.

West Riverside Drive Streetscape and
Redevelopment
West Riverside Drive has been identified
as an area in need of improvements including sidewalks.
This project would be a logical complement to the
improvements involved with the Moraine Avenue Streetscape as
well as the Piccadilly Square improvements.
