What Sanitation District Am I In?

 

There are two Sanitation Districts in the Town of Estes Park. One is the Estes Park Sanitation District and the second is Upper Thompson Sanitation District. Both are separate entities from the Town of Estes Park.

Estes Park Sanitation District boundaries are primarily the downtown area, along Fall River Road to Nicky's, on Big Thompson Avenue to the Comfort Inn, along Highway 7 as far as Pine Knoll Drive. If you fall in the above areas you probably are in the Estes Park Sanitation District.

Upper Thompson Sanitation District boundaries are primarily outside the downtown area, Fall River Road from Nicky's west, Big Thompson Avenue from the Comfort Inn east, Highway 7 from Pine Knoll Drive south.

Before finalizing any construction plans, please check with Estes Park Sanitation (970-586-2866) and Upper Thompson Sanitation District (970-586-4544) to determine if the property is located in either district, and also if it is serviceable.

Upon application for a Building Permit with the Town of Estes Park, the Applicant will receive an Application which will require the offsite signature of the District Manager James Duell. Building plans should be presented for review and payment of the tap fee is required prior to signature of the Application.

As of January 1, 2007, EPSD tap fees are $163 per Fixture Value Unit, with a 15 FUV (Fixture Unit Value) minimum of $2445.00. This applies to all plumbing fixtures which will be connected to the system. A FUV schedule detailing exact costs of each type of plumbing fixture can be obtained from the office upon request, as well as specifications to meet current acceptable construction standards.

After connection to the system, user fees are assessed. Commercial properties are presently assessed at $5.13 per thousand gallons of water usage for waste water treatment. Residential properties are assessed a flat fee of $272.00 annually. Multiple Family Dwellings with 15 fixture units or less are assessed a flat fee of $180.00 annually. User Fees commence upon connection to the collection system.

Rates are reviewed annually by the Directors of the District.

Upper Thompson Sanitation District

The Upper Thompson Sanitation District requests all Building Permits located within the District's service area, be routed through the Administration Office located at: 2220 MALL ROAD. This request also includes remodels and additions to properties presently being serviced by Upper Thompson Sanitation District (UTSD).

At the time a Building Application is routed through the District Office, property owners are required to present building plans. The building plans will allow the District to determine FUVs (Fixture Unit Values) which determine the price of the plan investment fee (sewer tap) and service charges that will be assessed to the property. Permit/Connection fees start at $300.00. Annual service charges start at $295.00.

The basic plant investment fee for a Single Family Residence for 2009 will start at $7,700.00 and is based on 24 fixture unit values. Twenty-four fixture unit values are equal to 1 EDU (equivalent dwelling unit). Any property which exceeds the 24 fixture unit values, will be assessed an additional amount based on the total amount of fixture unit values.

Commercial plant investment fees will be determined on a per case basis.

In order for UTSD to sign off an Application for a Building Permit, all plant investment fees must be paid in full.
